Re-invites over federation never appear

To reproduce:

  1. foo is an HS using any HS implementation, bar is an HS using Conduwuit
  2. @alice:foo creates !room:foo
  3. @alice:foo invites @bob:bar to !room:foo
  4. @bob:bar accepts @alice:foo's invite to !room:foo
  5. @bob:bar leaves !room:foo
  6. @alice:foo invites @bob:bar to !room:foo again
  7. @bob:bar never sees the invite from the previous step
