Revert "Merge branch 'check-if-membership-is-case-endpoints' into 'next'"

I'm opting to revert the commit wholesale because I can't find any rationale about why this change was made in the first place. It seems like it would be useful to have the ability to submit a duplicate event, especially in the face of federation bugs, but idk.
