Collect HTTP response time metrics via OpenTelemetry

After this gets merged, we can start gradually instrumenting the rest of Grapevine. The idea here is just to add all the infrastructure and 1 metric as a baseline for how to add more metrics. I think merging this is enough to close #13 (closed) since it's not really feasible to measure if we're collecting enough metrics.
